You will need:
Buffing Wheels (Sisal, Spiral Sewn, Loose Cotton).
And a wire wheel/brush to get out rough spots, you can get wire brushes also at home depot. Also, high grit sandpaper works well.
Mothers Mag Polish..Its the best. Can be obtained at Kragen. Or White Rogue compound, I think you can get this at Home Depot.
Mothers Chrome Polish...Can be obtained at Kragen also. For the final shine!
A Electric Drill, The powerful ones or adjustable ones work the best.
Or a Dremel. With polishing attachments.
Emery and Tripoli Compound and Jewelers Rouge. Not sure where you can find this.. but I had it in my garage.
First, You take the machine of your choice (Drill, Dremel, or bench grinder with wheel) and set up the wheel on it, the you put some mag polish on the part your polishing and turn it on, go over the part evenly, do it for about 5-10mins.
Then wipe of the excess, clean the wheel if its dirty (Will be covered next).
Then get your emery and tripoli compound and put it on the wheel, go over the part for 5-10mins, then wipe off the excess. Finally get your jewlers rouge and go over the part with detail, wipe off excess, clean with water. Then get a soft cloth and get the chrome polish and go over the part. Wipe off excess, then get a clean towel and wipe it some more. Rinse it off, dry, and bling!
To clean the wheel get a old hacksaw and take off the blade and put duct tape on the ends to make a handle, then put it near the wheel, and make sure the wheel is going in the opposite direction you just did, so if you went forward go backward.
